Those who built after a certain dates don't. I would place that squarely on their shoulders, where it belongs. That's considered responsibilty, a concept you have argued relentlessly in the past. The fact is people didn't use to build homes where they are building now. It was called common sense back then. And I'll be damned if forest policy should be built around their stupidity. And, like I said before, come back in a hundred years and see where the 11 million burned acres are at. I'll wager they are somewhere close to a forest again.
