He wrote it in 1899 to urge the U.S. to assume the task of developing and civilizing the Phillipines. I think it's real relevant in terms of what we're doing in Iraq and Afghanistan now, and the help we've tried to give to many other third-world countries in the last 60 years. The resistance of uncivilized people to civilization is something that really never changes. The White Man's Burden by Rudyard Kipling Take up the White Man's burden - Send forth the best ye breed - Go bind your sons to exile To serve your captives' need; To wait in heavy harness, On fluttered folk and wild - Your new-caught, sullen peoples, Half-devil and half-child.
